Is it possible to make an icon appear next to the delivery method, and when you click on it, a hint with a description of this delivery method appears?
Or so that when you hover the cursor over a shipping method, a tooltip appears with a description of this method?

That should certainly be possible, but it would require custom code as there is no built-in way to do it with WooCommerce.

I would recommend consulting with the WooCommerce Customizations Partners to see if they can assist you to achieve this goal.
