How determine a post position in front page don’t using categories?

Hi all,
I’m using the WordPress like a CMS, and in my front page I have 3 loops that determines the position of posts’ teaser. I’ve named these like ‘L1’ (call with image), ‘L2’ (call with big font), ‘L3’ (rest of calls)
If you see in https://www.tudobem.co.jp you’ll see the homepage that I’m talking.
I’ve used the method of select a category (creating L1, L2 and L3 as categories) and in the loops it will be filtered and displayed, but I’need select too another “category official” to post. Well this works fine.
But when I created a new category, and repeated the same proccess above, I find a problem. WP determines the order of categories by ID, and a new category appears bellow of an older category.
In my homepage, if a created a post in the new category ‘Community’ and this must appear in frontpage position called ‘L2’, when I click in the link to show the single post it will display the post under ‘L2’, but not in ‘Community’.
My question is: How determine a post position in front page don’t using categories?
Are there some method or plugin to create a flag or other parameter to use in loops?
