You can disable account registrations in WooCommerce. In your WordPress dashboard, go to WooCommerce > Settings > Accounts and Privacy. There are options here to allow creating accounts on the “account” page. You can disable that. You can also disable registration at checkout too.

Next to go Settings > General and you’ll see an option there for “anyone can register.” Disable that too.

That should keep people from being able to register for your store now.

for example, a person fills the form and then send a notification on my WordPress account and then I accept or reject his/her request.

Thanks for explaining that a bit further. You can do that with a plugin like New User Approve. It gives you the ability to moderate new sign-ups.

I haven’t tried it and can’t guarantee it, but if it works as advertised, it may be just what you need.
