How can i upload xml file

Are you trying to import content from an XML file? If so, use TOOLS -> IMPORT to pick the appropriate importer.

What web site? How did that site make the file? Try to work with me here instead of giving me the absolute minimum respnse to each question.

If you write the address of any site and write /sitemap.xml at the end, it will show you the xml list.
Click ctrl+s to download it to your computer

A sitemap is not a file you can import into your WP site. The error you get makes that clear. What are you trying to import? If it’s the content of another WP site, you need to go to TOOLS->EXPORT to create a WXR-formatted XML file.
