Is the Ignore Small Images option the only way to suppress the image dimension warnings? My client is not going to want to pay money (for the premium version which allows this option) just to hide these warnings.

Will changing the Image Dimensions setting to a smaller dimension limit the size of the image used? I realize this will suppress the warnings but I assume it also limits the image size.

    Thank you.

The warnings are because you have chosen certain Image Dimensions (800×800 cropped by default) and WORDPRESS CANNOT PROVIDE AN IMAGE OF THAT SIZE. You MUST upload a larger image (which can then be resized according to theme/plugin needs), OR reduce the Image Dimensions.

I would strongly suggest you upload larger images, and let WordPress resize the originals as needed. This is how WordPress is supposed to manage the various image sizes needed by themes and plugins. I would also suggest that all images you upload be larger than 1200px in both width and height, allowing you to use Image Dimensions of 1200x1200px cropped (to get maximum exposure on Facebook).

The option to Ignore Small Images is for <img/> tags in the content, not images in the Media Library, so unchecking that option would have no effect on those warnings.
