If I understand it correctly, you want to display a popup for not logged-in users. Is that correct?

Using the said extension plugin, you can set a?User Targeting Condition?to?(!) Is Logged In. This condition means,?the popup will only be displayed once a user is logged in. ?However, since you mentioned that you want the popup to display for the?users that are not logged in, then, you will need to?click the?(!)?so that it turned to red.
