How can I make a banner for my posts or announcements -NOT ads!

This is another “how to,” not tech, question!

I have a post, and a category that I want to promote. So, I want to have banner on the homepage that links to it! I do not know if there is a button that comes with wordpress or if I have to find a plugin. The majority of plugins are for ADS! this is NOT an ad issue…

In addition, I know this is possible because Perez Hilton does it often like several times a month… ie, when he is making an important announcement, he uses a banner!

This is an example of how I want to work (if I did not explain myself correctly above):
I own an entertainment blog. So, let’s say I wrote several posts for the hit TV show Seinfeld. Then, I want to promote the show posts on my homepage. Ie, since I update it more than 10 times a day, I need a banner. (I do not want to use “sticky posts”). So, I might want to write on the banner: “NEW SEINFELD POSTS, RANGING FROM EARLY EPISODES TO LATE EPISODES” When a person comes to the blog, they see the moving banner, click on it and it goes to the category with my posts!

Does wordpress have this ability or do I need a plugin? if so, what is the name of the plugin?
