How can I control margins for header and date?

Hello,

I need to add margins above and below the header (.rpwe-block h3 a) and also the date (time.rpwe-time.published).

Perhaps I have the wrong selectors?

If I add a background color and padding to either of those two they overlap instead of pushing farther away from each other.

Can you help me figure this out? Maybe clarify which selectors I should be using for each?
