How can I add a scroll bar to a max mega submenu on desktop?

I have 2 websites with different themes. Both have the same problem in that the menu just disappears off the bottom of the creen and if you use the arrow keys on the keyboard tos croll it just scrolls the page but not the submenu. OS there is no way tog et to anything below. I really want to add a scrollbar to the submenus on all devices. Can’t find how to do this. Can anyone help?
