How can create separate Menu for separate languages

I have website in a language which is right to left. Now I would like to include section. I mean should be separate menu. Like right now the menu is in my language. I want to have link there when user click the link or type https://www.mywebsite.com/english/ it should takes them to the English section where menu should be in English and page alignment should be left to right. I don’t mind to have a sub-domain. I would like that user should have one account for both site, and I want to have installed plugin in one on place, because most of the plugin are for one site and I can’t afford to pay for second one. also it takes more sources if plugin install in both places. Is it possible have one back-end and two different front end, one for my language and one for English? How I can accomplish that, I don’t any clue, can someone help me please. Thank you!
