How are Plugins handled in 3.1? Network control or individual control?

I did a test install on a local box of WP 3.1 multisite, and got my sites all loaded and everything appears to be working.
But I am curious about how plugins are now handled in a multisite environment, I can see all my installed and active plugins from the network admin, but when I’m in an individual site, only certain plugins are listed. The site shows the plugins are active on the front end, and have the options down in the settings menu, but aren’t on the plugins page on a per-site basis.
So is there some sort of big change as to how plugins are handled on a site by site basis and the network admin, versus on each individual site? I can’t quite seem to figure out how this is intended to work. In the main network admin plugins page, I have maybe 25 active plugins, but then on each site, the plugins page might not have any active plugins, it only shows the inactive ones. Then if I active those, it’s on a per site basis again.
Is there something I’m missing about how plugins, multisite, and super-admins work together now in 3.1?
