How activate/disable plugin according to country woocommerce

Hello, I am trying to use the minimum purchase module but I would like to know how to deactivate it in certain countries and that it works in others.
example use without restrictions, Mexico with minimum purchase is this possible how to do it. I currently have the minimum purchase plugin installed but I want it to be selective by country some have restrictions and others do not.
