Hover/Click Menu in jquery

Hi,
please see this site and mouse over on the second tab “Rubriche”. You will see the submenu.

This is the code in my custom.js

What I’d like to do is to change the tab so that needs to be clicked firstly to show the submenu and then clicked again to hide it. I’m not able to change the code above to make it work properly. Help!
