Hovercard functionality without Jetpack

  • I’d like to have this feature on my site but I don’t want to install Jetpack. Is there a away to do this?

    In case you are wondering I don’t care for Jetpack.

    – There are too many features in it that I don’t need
    – The things I use I have replaced with other better plugins
    – I don’t like that spanish translation and it appears that there is no access to the language files

    Any help would be appreciated.
