Hourly not working

What I need are for On-Holds to cancel in 48 hours. To test that the plugin works, I’m setting it to HOURLY and 1 hour, in the payments section. Each hour for a few hours I ordered a product but nothing canceled, until 1AM, and then they all did. So just to see what is breaking, I set it to 2 hours and tried again, a number of orders but nothing canceled until 2AM when they all did. So, they are all cancelling AT 2 and not IN 2. Is there something I’m doing wrong?
