• The hour forecast shows GMT for any city. It doesn’t take into account the time difference, for example see Bangkok:

    https://api.openweathermap.org/data/2.5/forecast?q=bangkok,th&mode=xml&units=metric

Open Weather Map will display the top daily temperatures at 03 AM, 06 AM and 09 AM, when the actual Bangkok time is 10 AM, 1 PM and 4 PM respectively.

A time zone variable would basically be fine, although there would be some inconsistensies caused by the use of Daylight saving time in parts of the world, but the difference of an hour more or less in the three hour forecast is quite irrelevant. And also the time difference can be updated manually when the change to and from Daylight saving time occurs.
