Host suggests WP install configuration causing plugin problems – really?

I have been attempting to fix plugins not working, not being able to be updated, wp version updates failing for about a week now.
Using wp version … will not let me update to 3.5, get this message:

What do I do now? This is the site in question – I totally stuck and don’t know what to do next. Our main issue is the contact form isn’t working and that’s where it all began – using contact form 7 which has always worked in the past.
