horizontal menu

Hey,

I’m familiar with creating menu systems using css/html.
I usually use unordered lists with the with links pointing to their respective html pages (about.html … so forth).
How do I apply this theory to wordpress?
Do I make a new index.php and rename it contact.php? and point to it?
