hover effect not working!

Hi, can you please share the URL?

I am not able to because i am doing it via local host. like i mentioned previously i am just testing the plugging and playing about with WordPress.

Then please try changing theme or hover effects.

i am using a custom theme and i have tried changing the hover effect but it’s still showing the same thing?
