Hooks for Visitor Block

Hi,
I want to redirect my visitors from one domain to another domain. First time my visitors land to the old domain then they redirect to the new domain. I want to restrict users by country on the old domain so that they cannot redirect to the new domain.

So, Is there any hook to check if the user is blocked or not.
