Hook plugin loads in wp-settings.php?

    My new WP Tuner plugin is rapidly exposing a variety of performance challenges in “real world” WordPress.

    A very common issue is cranky / slow plugins and such.

    To diagnose such issues, it would GREATLY help if there were a hook available in the plugin-load loop in wp-settings.php

    Is there any chance such a minor thing could make its way into 2.7?
