Home page SEO title will not update

Currently, have a client who’s home page will not update on the SEO title. All other pages work fine when I update the SEO title. They previously had Total W3 cache and I removed it and still nothing it did not help. I even went in via ftp and removed any total w3 cache files left even when deleting it. I reviewed the htaccess file and wp-config.php file to see if something is affecting the home page but nothing seems to be. Could really use some help on ideas/solutions
