Home Page- HELP

HI there,

I have just started a wordpress site using wordpress.com. I have activated a theme that I wish to use and have followed the fundamental rules of creating a “static page or front page” to make a home page. However, I am still not seeing the page as a homepage when I view my site. Does this mean the theme does not have a home page? I do not want my site to look like a blog i want it to look more like a website. Does anyone have any suggestions? I have been trying to figure this out for hours.
