These are basic CSS rules. if you want apply effects to a tag when receive the focus, for example to every select tag in the form, the selector would be:

#fbuilder select:focus{}

Thank you. I mentioned the templates incorrectly, it was template 11 not 12. And I recreated the behavior by adding the highlight class to the fields on mouseover and mouseout.
