Hide Payment Method based on input from a custom checkout field

I want to hide COD payment method based on the input from one of my custom checkout field ( conditionally )

for example : our business deliver only to a specific cities and i put them in a list using a custom checkout field >>> for some cities i want to hide COD payment method

so that
when customer choose city 1 the cod payment will not be available
when customer choose city 2 the cod payment is available

was very close except that it is based on original billing/shipping fields input

i dont know any where else to go >> I hope u could help me with this
