Hide “No Comments” Link on comment-disabled posts

By default, I don’t permit comments, but there are a few posts where I do. I’d like to set up my template so that there is no link to comments on posts where I’m not offering them, but where the link will show up if I am. I’m using 1.5.1.3, and a very simple template I did myself that isn’t based on anything in particular.
