It is possible to customize the checkout steps with code snippets. Although, as a customization work, this is not covered by the plugin support.
If you do not ship any products, you might want to use the “Single step” layout which will display all sections already open, without breaking the form into multiple steps.
To change the layout, go to WP Admin > WooCommerce > Settings > Fluid Checkout, then select the option “Single step” for the “Checkout layout” setting – it is the first option and most prominent one.
