Hide a div if it's empty?

Instead of wrapping all the php code in a div, you could make the div inside the php code.

Remove the surrounding div then change the echos to:

echo "<div id='whatshot'><h2><a href='/category/hot/'>The Latest</a></h2><ul>";
echo $result . "</ul></div>";

possibly by pulling the div into the if statements; i.e. the div will only get shown if there are $catposts and $result:

btw:
having the links inside the ul tags without li tags will result in invalid html code;
you might need to change to:

$result .= '<li><a href=';
$result .=get_permalink($single->ID).'>'.$single->post_title.'</a></li>';
