I understand that you are getting the above error message while trying to complete the setup of payments, is this correct?
Please can you clarify the following so that we can have a better understanding of what you are experiencing:
- Which payment methods/gateways you are setting up that display this error?
- Does this occur with all payment gateways during setup?
- Where and when does the error shows up?

Additionally, you can check that the REST API is enabled, as per the support documentation below:
If REST API is enabled, then it could be that your site’s permalinks are set to “plain”. If that is the case, you would need to set it to “pretty” permalinks.
