Help with Multi-site subscription website with a difference

Hi

I am trying to find out if I can build a subscription site with the following functionality:

– Master site with reference pages
– Yearly paid subscriptions
– Paid members can create a fixed design, one page entry on the site which they can add to or edit whilst they remain a paid-up member
– One master administrator can QA or manage the whole site

I have looked around at lots of themes and plug-ins with no firm answer to each point. It’s important to me to have all of the above functionality. Some great posts here but none have helped me with this problem.
