Help with Local Pickup and Free Shipping with min amount order

Hello,

my client has a restaurant and I’m using Woocommerce for the online ordering of the restaurant. My client wants to offer for the customers 2 types of shipping methods – free shipping with a minimum order amount of 20 BGN and local pickup without a limitation of the order total price. Also the free shipping is limited only to certain ZIP codes within the city.
So I have created 2 shipping zones – the first one is set to cover the whole city and has the local pickup set up as a shipping method and the second shipping zone is limited to several ZIP codes inside the same city and has the free shipping with minimum order amount set up as a shipping method.
But when I try to order something with a total amount below the minimum order amount, I do get to choose between local pickup and free shipping and if I select local pickup I can still proceed to the checkout screen, but there if I try to place the order, it doesn’t allow me, because the minimum order amount is not made.
I would expect that the minimum order amount to be restricting the ordering process only when the customer selects free shipping. Is this a bug or am I doing something wrong?
I would really much appreciate some help.
