HELP! Specified wrong url in WordPress URI and can’t change it

In the WordPress address (URI), I specified:

https://domain.com/utr

but it should be

https://domain.com/dmb

When I log in to the blog now by going to

https://domain.com/dmb/wp-admin/

It redirects to /utr which I can correct in the address bar, but when I try to change that value under “options” I get the “you need to enable sending referrers for this feature to work”

I tried editing the value in phpMyAdmin, and saved it, but it’s not changing it in WP.

So I’m stuck in a loop. Where’s the door? Thanks.
