HELP someone logged on my account and disable admin bar

Guys i’ve a very frustating problem,
someone logged into my wp-admin, installed admin menu editor
and disabled links on admin bar (general settings, appearance etc.)
I can not understand how to disable this plugin now,
I deleted the plugin from wp-content/plugins/
but nothing, admin menu links are hidden the same!!!
I tried also to reset https://example.com/wp-admin/?reset_admin_menu=1
doesn’t work in my case
How must to do please?
There is a way from mysql? :’-(
