Help restoring blog!

I am not a programmer-my idiot shared hosting service decided that my blogs were using too many of their resources and moved me to a semi-private server. The problem is when my site was moved- none of my php wordpress files came over- they are all blank.
I have replaced them with wordpress 2.51 files from the installer download packet , I have updated the config.php file and I cannot seem to get my existing posts to show up in wordpress. The database is just not connecting to the front end.
What am I doing wrong? I do not have an xml export file to use to repopulate wordpress with as my hosting company did this without telling me. Am I completely screwed? I can look at my tables and see the data is all in the sql databases- wordpress just won’t read it.E-mail to multipleverses at gmail dot com
I want to move one ( preferably both) of my two blogs from this server to a new one as I do not have faith in my hosting company. If I could get some help with what steps I am missing here- help would be appreciated!
All of my sql data is intact and I have backups of the sql files- no xml export files though
