Heartbeat Control version 1.1.3 does not activate. Urgently need to activate

    Urgently need help please. My site’s host SiteGround has issued warnings of site suspension due to repeated CPU overlimits, not caused by regular traffic but by robotics and other reasons. In a similar situation 6 months ago. SG asked me install Heartbeat control which I did.
    Now I updated to the new version of Heartbeat control but it did not activate. I tried again and it activated and when I went to settings, I got an error message that I don’t have permission to view the page. After this the Heartbeat plugin went back to non-activated state and settings are not accessible.
    I have removed and installed afresh twice. Cleared SG SuperCacher. Checked Wordfence logs for any issues and there are none.
    As I urgently need to get the heartbeat reduced or stopped for my site, requesting urgent help to activate heartbeat control plugin
