Health Check & Troubleshooting missing from dashboard admin menu

Hey there, has anyone else encountered the Health Check & Troubleshooting menu item “Health Check” being conspicuously absent from the admin dash menu? I am using WP5.5 and it I have uninstalled and reinstalled HC&TS but it is missing from the admin menu and there is no way for me to navigate to the PHP Information and other Health Check menu items. So the plugin is active, but there is no corresponding menu item on the admin dashboard.
