Header.tpl

I created a site in a temp folder and after getting the go-ahead, moved it to the root folder. Everything is showing up, but it appears the CSS isn’t linking somehow; nothing is formatted. The theme’s creator suggested the header.tpl (???) That’s a new one on me. Does that make sense and where do I find/edit it?
