Header tags break image wrapping

If I apply a header tag, e.g. <h3> to text that should be next to an image, it “breaks” the wrapping of the images that are aligned right. See these example screenshots:
In the editor, it looks as I’d expect. With the image block before the heading aligned right, the image sites next to the heading below it.

But in the preview and/or published version, it’s not wrapping, resulting in an ugly gap above the heading.

Any ideas on how to fix this?
