Header pushing out wrapper

I’m new to WordPress and am in the process of mangling an Ocadia theme to make it my own. So far, so good. BUT… I want to make the header stretch across the page and every time I widen it, it simply pushes the wrapper out with it. (See, I’m trying to get the foam over the beer-looking part. Clever, no?) After searching here and looking on the web, I can’t quite figure it out. I think I should be starting the wrapper south of the header if at all possible, but can’t seem to do that. Can’t seem to make the header act independently of the wrapper. I think I read somewhere that the wrapper is the parent and the header is the child… well the child wants to be emancipated.
(It should be obvious I don’t know much about HTML or CSS)
