Header pages/menu flips redundantly

We want to have a menu on the top portion of the header where the page links show and have a drop-down menu for sub-items, but if I turn that on, hovering over each item flips it and shows a bolded version of the link… redundant and kind of throws off the user and gets in the way. I don’t want anything to happen if I hover and there’s no sub-menus, and I just want a drop-down if there are sub-menus. I see no point in it flipping to a bolded version of the link.
