Header menu works only after scroll

Hi,
In my website there is a orange fixed bar with navigation menu and some others buttons on top of any pages.
But the buttons and menu in the top bar works only doing first a scroll.

I mean if i jump in a page and try to use the header menu without scroll first i found the bar not working.

Is there some way to made header bar working without scroll first?

I’ve used ELEMENTOR PRO as builder and OCEANWP as theme.
