Header image size?

On the WordPress header page, it reads, “Images of exactly 1280 × 416 pixels will be used as-is.” But when I upload an image of that size, it is cropped at the bottom. I’m using a theme (Hemingway) that has the menu attached to the bottom of the header image. Might this menu be covering up the bottom of the header image?
