Header Image Shenanigans

Maybe you might be able to help me out with this.I’ve tried multiple times to get the right size for my custom header that I use on my site. I tired something like 2000×223, then 1080×223, and maybe a few others that were offered. But almost always, what tends to happen is that I would save the image in my image editor in a recommended size that’s suggested (either in WP or a style sheet). I would then upload the image in the Header area of Appearance, and then I’m almost always asked to modify the size with a rectangle that goes across the image, but no greater than half the image vertically. When I select the area I want, what tends to happen is that the image area is filled up with a portion of what I’ve chosen. Ultimately, I’m not getting what I want to fit.
Do you have any suggestions on how to overcome this? Not sure if it’s a function of how the parent theme works, or something else entirely.
