Hmmm, the url in your stylesheet suggests that you’re trying to reach a local file:

url(file:///C|/Users/Echols/.unlimitedftp/images/spring_flavour/header_bg.jpg)

Several things wrong with your stylesheet: for instance, look at this:

transparent url(<?php bloginfo('stylesheet_directory')

This is not going to work! You cannot have php in your stylesheet.

And while you’re at it: validate your html
