Header and footer not show menu

I created two templates with Theme Builder (one in Italian and one in English) for the header and two for the footer. This happens: even though in backand it appears, in front end the user fails to see the English layout menu; For the header in Italian, I try to make changes to the language switcher but these are not displayed.
The site in two languages ??was made with the Polylang plugin and the extension for Elementor was added, in order to connect identical templates but with different languages.
