having more characters in slug and ping name

    we have blogs which run in Tamil Language. Due to the nature of representation of Tamil in Unicode, it takes too many characters to write even few words. Since WordPress has character limits for slug length, the name field with link in Pings, trackbacks often get broken.

    can anyone suggest which files and what i should change to increase the allowed number of characters for slug length and ping name?
