Having a problem with a clean install I have not faced before…

Trying to install 2.8.4, and I get the following:

There doesn't seem to be a wp-config.php file. I need this before we can get started.

I downloaded from WordPress. Extracted into my root directory. It just gives me an error. I realize the lack of wp-config tells the system it’s a new install. I tried the wp-config-sample, putting in the correct database/url information and that didn’t work either.
