Have custom messages when COD is unavailable

Hi,
When COD is unavailable, we have the option to set up a custom message. However, it’s not possible to communicate with the customer the reason for the unavailability of COD. For example- COD might be unavailable because of the product or the postal code.
Can we have a way in which customer COD unavailable message is displayed depending on the criteria? For example- If COD is unavailable for Postal Code, we can have a message “COD unavailable on this Postal Code”. Similarly, if COD is unavailable on a product, we can have a message “COD unavailable on this product”
This way, customers will understand why COD is not available.
