Have an idea, but dont know how to execute it!

I have an idea for a website that would have mostly aggregated content, but do not know how to execute my plan

to get an idea of a website that has components I am looking for go to sayfiereview.com, See how the right side has a Blog ticker, the middle has links to latest news article?

I want the website to be three or four columns:

-1 column with a blog roll “ticker” with my favorite blogs and their latest posts(im sure there are plenty of widget/plugun type of stuff for that)

-1 column with “latest news” (you know how you can set up google alerts for a keyword like “tourism” and get all related news articles? I want something like that on my page, where It would post all the latest news articles that would have to do with “tourism”

-1 column with latest twitter tweets from twitter accounts I like

would I just need/plugins/widgets for my above ideas? Could I pick any theme that is widgetbased and use it?

any suggestions on where to start, is this easy enough to do myself (have minimal dreamweaver/blogger.com experience),I have the domain and hosting account ready…
