Happy Addons add CSS that is not used

Happy addons create a a CSS file per template used in a page without using any of the Translate or transform options.

These files should not be created if these options are not being used. Besides creating duplicates this is not good for optimization.

for example:
i have 5 CSS files with the same CSS code. One file per template used in a page
